Nancy Hall, REHS, CMI, CMR

President

Nancy-Ann Hall has dedicated more than 37 years to public health and environmental health service. Her career began with eight years as a Radiological Scientist and Environmental Compliance Officer at the former Nevada Test Site, now known as the Nevada National Security Site. She has since spent more than 29 years with the Southern Nevada Health District, where she has served as a Senior Environmental Health Specialist since 2001.

Between 2003 and 2013, Nancy-Ann researched and authored environmental health regulations, policies, procedures, and grant programs that helped strengthen public health initiatives throughout Southern Nevada. In 2013, she joined the Regulatory Support Office, specializing in Cottage Food and Retail Food Labeling programs, including the review and approval of food labels for products produced and sold within Southern Nevada.

Nancy-Ann previously served as President of the Nevada Environmental Health Association from 2005 to 2007 and currently serves as President for the 2024–2026 term. A lifelong Las Vegas resident, she has been married to her high school sweetheart for 37 years and is the proud mother of an adult son and daughter. Her daughter continues the family tradition of public service through her work with autistic children in the Clark County School District.

Victoria Rich, MPH, REHS, CDA

Vice President

Victoria Rich is a public health professional with almost a decade of experience in environmental health, regulatory compliance, food safety, and public health protection. She currently serves as Senior Sanitation Manager for The Venetian Resort Las Vegas, where she oversees food safety, sanitation, HACCP programs, regulatory compliance, and environmental health initiatives across one of the largest resort operations in the United States.

Victoria earned a Bachelor of Science in Microbiology and a Master of Public Health from the University of Nevada, Las Vegas. She is a Registered Environmental Health Specialist (REHS) and is currently pursuing a Ph.D. in Public Health. Prior to joining The Venetian Resort, she served with the Southern Nevada Health District, where she conducted inspections, investigations, permitting, and regulatory oversight for a wide range of environmental health programs.

In addition to her professional responsibilities, Victoria is the owner of Victory Compliance Specialists, LLC, providing consulting services in food safety, HACCP development, regulatory compliance, training, and environmental health program management. Throughout her career, she has been dedicated to advancing public health through education, mentorship, regulatory excellence, and industry collaboration.

Treasurer

Bruce Nisberg, MS, CPM, REHS

Bruce has more than 30 years of experience in health and human services, program development, and community partnership building. Since relocating to Las Vegas in 2007, he has served in a variety of leadership and program roles with the State of Nevada, including positions within Adult Mental Health Services, Healthcare Quality and Compliance, the Division of Aging and Disability Services, and Child Protective Services.

Bruce currently serves as a Program Inspector with the Nevada Cannabis Compliance Board and as Treasurer of the Nevada Environmental Health Association. He holds a Bachelor of Science degree from the University of Pittsburgh and a Master of Science in Criminal Justice from Shippensburg University.

Outside of his professional responsibilities, Bruce enjoys spending time with his wife, Haze, a hospice medical social worker, and their daughter, Alexa.

Chris Parangan, REHS, CIC

Secretary

Chris Parangan is a Senior Environmental Health Specialist with the Southern Nevada Health District’s Office of Outbreak Support. He is a Registered Environmental Health Specialist (REHS) and is certified in Infection Control (CIC) through the Certification Board of Infection Control and Epidemiology.

In his current role, Chris conducts field investigations involving foodborne and waterborne illnesses, childhood lead poisoning, and healthcare-associated infections. His work focuses on protecting public health through disease prevention, outbreak response, and environmental health investigations.

As Secretary of the Nevada Environmental Health Association, Chris is committed to advancing environmental health practice and supporting the professional development of environmental health professionals throughout Nevada.
